Three choices, try putting in a washer with smaller opening than you have now, get a pressure reducing shower head, or go to a hardware store they may have a shower shut off which you install just before the shower head, this will allow you to regulate the pressure or shut the waterflow completely.
EDIT: with no offense to DIY doc the shower clearly does not have the taps where you can regulate the water flow, the only thing you control is the temperature.

Well anything that you do will require the removal of the shower head ? Your better off buying a new water reducer head or have the school get one and replace it They are so simple to install, unscrew the old one and save it put a new one in, and if you have a unit inspection take the new one out put theirs back in. It takes a whole minute to replace one If you attempt to modify the head with say a washer and it gets stuck in the hole and have a problem with the water that requires the school to look at it You maybe out some additional money to repair and a brand new shower head is cheaper not to mention you won't get into trouble Just ask you schools Maintenance dept if its OK to put a more gentle head in and offer to pay for it, and get some Teflon tape at the store for the threads wrap it clockwise 3-4 turns it will prevent damages and leaks and rust from welding together hope that helps Lr

more than likely the last person who had the room before you wasn't as timid as you and they were the one who actually removed the water saver from your current shower head because they wanted the higher pressure. the first thing you should do is to put in a request for maintenance come in an look at it to see if that's what the problem is and , if so, to replace the water saver. your dorm should be happy to do that since it'll save them money. but what the others have been trying to tell you is that this is not brain surgery. there is one simple threaded connection that you simply unscrew to remove, then you just screw another shower head back on. also, you can buy a low flow shower head dirt cheap. this is not difficult. it is VERY VERY simple.

Go to Lowes, Home Depot, Ace Hardware, or most any good Hardware Store, and get a Low Flow Shower Head. Some are available with a Flow Pressure Adjustment Control.

With no offense meant at all; and certainly the suggestions about adding the water saver inside the shower head are valid; I'M really curious as to what might happen if you just didn't turn the shower knob to FULL ON???
I'm not familiar with many new improved methods of delivering shower water, but I seem to notice when I shower; that the water pressure and volume increase and/or decrease with simple turns of the faucet knob/knobs.

Certainly in that process one might do that everytime they want to shower; JUST to adjust the hot and cold to tolerable levels.

Get some material , Gasket material. It comes in sheets. Cut a piece just large enough to fit inside the end of the shower head. Poke a tiny hole in the middle of it, and put it in. That will reduce the amount of water coming into the shower head. Byee

Look at the showerheads by Waterpic. They have adjustable spray patterns which also change the rate of flow and the "hardness" of the spray. Mine has one setting that is not much more than a fine mist while other settings will massage and some just plain hurt.
