That's a good question. There a number of reasons why some do not.
The Chicago Bears at one time had the Honey Bears, when George Halas (the owner) decided that he wanted dancing girls like the Cowboy Cheerleaders. The year after George died, his daughter, who now owns the team - canceled the Honey Bears contract because she never liked the idea.

Another NFL team (can't remember which) had a controversy about the cheerleaders being a distraction to the players. There were rumors of a cheerleader being raped by players, when she dated one of them. So the cheerleaders were immediately disbanded.
Every squad now have in their contract, a strong rule that does not allow the girls to date players.

And a couple (I think Green Bay and Minnesota) have had long standing traditions of bringing in different high school cheerleaders each home game. Their thinking is that it provides an opportunity to involve the community, and provides cheerleading on the sidelines, without the sexy outfits that some team management feel is inappropriate at a football game.

Some teams have had so many losing seasons in a row, they got nervous and hired cheerleaders to distract the fans from what was happening out on the field. Like Dallas and Oakland.

Other teams have a stiff upper lip approach, and would NEVER stoop to such chicanery. Like Green Bay and Pittsburgh.

So there's something for every taste. I've liked teams with or without cheerleaders. Although I must say, being female, I never cared about or watched the cheerleaders. ;-)

I think all teams do, but only the home teams has them at them game? Maybe? Or, at least, not all of the cheerleaders travel with the team.

i don't think i ever saw a pro football game where there weren't cheerleaders...
i do know that no teams take the cheerleaders on road games, cheerleaders only do their thing at the home games.

The teams without cheerleaders excuse for not having cheerleaders is that they couldn't find one good looking woman in their whole city,

I know the Steelers don't because the Rooney family thinks it is unnecessary.

It depends on the organization though; if they want cheerleaders, they have them.
