I have noticed that phenomenon many times. There are several reasons that seem to cause it. People without ethics have no problem cheating and lying to get ahead. Money makes money, so... once you have enough money, you keep making more money without doing anything that might build character.

Sometimes, people are born into money, and so, they never have to develop any character through great effort or study. They also avoid suffering. Rich kids are practically superstitious when it comes to the "luck" of money. If any of their friends get sick, suffer an accident, or any other "bad luck"you can see them forget their friends quickly.

Finally, those who lack the character to be empathetic to others don't have as much emotional weight to carry. They are not burdened by conscience or "care." As such, they can pursue selfish desires with more efficiency than a person with empathy, ethics or, as you put it, "character."

Sometimes, people who start off with some character get it drilled out of them by horrible coincidences, ...either that or they attend LAW school. Either one of those things could strip away any vestige of ethics or soul.

And of course, if a person is born into a political family from Texas, raised republican, rich, a draft dodger, a liar, a cheat a thief and gets away with murder, and believes god will protect him, why should he need character?

There might be a combination of all those factors in one person, but that couldn't happen too often, just because of the laws of probability. It would be inconceivable that a populace could elect such a person.

Nah... that couldn't happen!

Those with character developed it by not leading comfortable lives. It's the chaos and turmoil and trouble that gives us character. Comfortable people are boring. I'd rather have character.

that is a pretty fair generalisation I guess

although I am sure there are plenty of people with little character who have led difficult lives as well....
