This tells you how to create a sellers' account on ebay.
The article tells you what to do and how to do it.
http://pages.ebay.com/help/sell/seller_account.html
To become a seller, you need to:
Verify your identity
Select the way to pay your seller fees
Offer PayPal or a Merchant Account Credit Card as a payment method
If you are having difficulties, ebay's live chat help is great, they have helped me a number of times when I was trying to solve a confusing problem or a problem I couldn't find any answer for on the site.
I would suggest that you research completed listings and note items similar to yours that successfully SOLD. This gives you an idea of what people will buy and the prices they were willing to pay. Of course if your items are unlike anything else being sold, as most of my items are, then you end up being sort of a pioneer on your own, figuring out through trial and error, how to price and advertise your items so they sell.
The BIGGEST thing I've found that can make a difference between a sale or no sale, is a good PHOTO of the item you are selling.
Good luck!

To sell on ebay, you have to set up a seller account which usually requires a credit card or checking account because selling on ebay is not free. They ask for a small percentage for posting the item and a percentage of the end cost.

Just click on "Sell" at the EBay's home page. You will be taken through the necessary steps to set up a seller's account. You'll have to verify a bank account (which takes a few days). And I think you'll need to attach a credit card to the account (or Visa/MC debit card). It is not difficult at all.
EBay's website will take you through everything.

As long as you have an account on ebay, you can sell and buy anything you want. You don't have a seperate account for buying and selling. Just use your current account. If you want to set up an EBay store, all you have to do is sign up for it. But, you should get comfortable selling one or two items first. Just click on the Sell button and the instructions will walk you through on how to sell an item.

It's not too, hard but they could make it easier...
You really need to start the selling process and then ebay will ask you to upgrade your account. You'll need a credit card, that's the main issue with becoming a seller.
Just click on "Sell" and create your listing, eBay should guide you through the "Seller Upgrade" as you go.
Good luck!

a credit card....that verifies your address...your identity...and you are all set...Just click on "Sell" after you get your account and start selling...Follow the instructions...Its very easy because even after Ebay changes their set up and pages...I still get my products out there....I think you already have a sellers account..You need a credit card to buy and/or sell on Ebay...So just click on "Sell" and you should fine....
