Yes. There's no law against it, it's just not common.
Jerry Rice played at Mississippi Valley St, which was either Division 1-AA or 2 when he was there.

I don't know what division Mississippi Valley State and Grambling are in, but they have put several players in the NFL, including Jerry Rice and Doug Williams. Mark Gastineau played at a Junior College in Oklahoma. If you have what it takes to play in the NFL, they will find you.

Case in point.......Tom Newberry from UW LaCrosse Division 3.....drafted by the LA Rams and ...Pro Bowl for many seasons.......Bill Schroeder from UW LaCrosse drafted by the Packers and traded to the Lions....good wide out....if you have viable talent.....take a look at UW LaCrosse.....oh yes...Joel Williams...linebacker drafted by the Falcons...later traded to the Eagles.....hope you get my message.....names forgotten here...starting QB from Milton College ....to starting QB for the Seahawks......and the Starting QB for the Rams from a small school ln Iowa....hang in there and give it your best shot.
