I believe it could be in a way but not enough to be a true indicator of quality since the quality you are refering i suppose is the essential property or attribute which may be dependent on the person perceiving it considering this is a philosophical subject. Qualitativeness is subjective and therefore experts may be good in determining such in a particular field they are into but not limited solely to them. I
may not be an expert on a particular area but i could subjectively say it may be of good quality following the popular appeal.
I would say popular appeal is an idependent quality coming from a person but the basis of the same relies on the popularity of the subject matter taken into considertion.
I also subscribed with you that majority of us is incapable of discerning quality when certain quality being scrutinized requires the discernment of an expert particularly on a certain field of endeavor.
Majority who goes for the popular appeals doesn't have the technical capabilites to do such however there only basis is the performance of a particular product.

Work of art is often valued by the experts due to some characteristics that they consider valuable, while the general public may not be aware or appreciate these characteristics.
For example, paintings produced long long time ago, even if they don't catch the eye of the public, hace the expert's popular appeal, right? Or the fact that some work has been created by a particular artist, i.e. Leonardo Davinci, or Michelangelo.
Popular appeal might be reliably predictive of quality. If many people like something, it might indeed have the quality worthy of their likes. For example honda accord and toyota camry are the two top most popular models in the us since the early 90s... they also DO happen to be among the most reliable trouble free vehicles.

Qualitative analysis is both highly subjective and demanding of introspection and wisdom relative to those qualities the analysis is based on.
It is therefore, and proven, the case that neither general appeal or the opinions of "experts" is an absolute indicator as many so called experts are often evaluating from a position which is far from objective or from incorrect or inadequate "knowledge" of the subject.
However, as a rule, objective analysis by informed and honest experts is proven to be the best measure of quality which can be obtained in a limited time.
The one true test of quality is after a great period of time and testing by many people under differing circumstance has proven it. That is rather impractical in a great many applications where a more immediate decision is required.

Popular appeal is net appeal, for instance, a map showing tourist attractions while a more detailed survey showing everything would be so specific that only non-centrists would use them.
Popular appeal nicks at a deeper domain which is solely a quantification of a deck of aces.

I do not believe it has to do with being capable or incapable. Rather I believe it has to do with time and exposure.
Most people do not have the time to spend in pursuit of the exposure and recognition of the qualities of the things of which you speak. They are busy trying to live, work and raise families. If they are lucky they can catch glimpses at shows and museums of pieces which have already been relegated to the level of masterwork.
This leaves the experts of their fields to dominate because they do have the time and the knowledge. It is their career.
However , it does not mean that every man/woman is incapable of recognizing true excellence when they see it.

Quality : total satisfaction of the user / consumer. It doesn't mean that the particular item has the best achievement is the best quality, but people consider how good is the quality base on their individual needs as long as he/she satisfy the performance.
In an example : You have a best tool in your work shop, but you don't have best person to handle it, so your quality tools doesn't work at your work shop.The define of quality is base on the demand on the right people who need to tools.
This philosophy sometimes is endless, just like egg and chicken, which on appear in the living world first?

I think there is a recognition of quality. The wealthy recognize quality and want to have it. What usually happens is that product is copied so that we the unwashed masses can have a pale imitation of the original.
The more popular the product the worse the imitations will be. That is when we start to complain about poor quality.

What qualities are you searching for? Expert may be able to determine quality for a given set of parameters, but if you are searching for quality in manufactured goods, for example, it depends on what values you give the following:
Workmanship
Cost
Availability
Originality
Dependability
Exclusivity...
Quality can mean many things to many people. I may want an expert opinion on the quality of my car, but I will still make my choice based on my own personal preferences.

Popularity is related to PR where quality always never matters, but without the quality there is a chance of getting extinct.
Quality depends on individuals who create and what they desire and demand.
Indicator is something which never helps you to find the thing what you are looking, because it always based on few opinions.
