Technically the Western Allies via the Versailles Treaty. Some might argue it was a draw. There was no unconditional surrender. The Western powers never captured German territory. I suppose if you consider the treaty of Brest-Litovsk, vis-a-vis the Russians and the Germans, you would give a victory to the Germans on the Eastern front.

The decisive battle was fought at Verdun.
The war staggered on for a while, but after the failure of their major attempt to defeat the French by attrition at Verdun the Germans never looked like winning.
The other factor in Germany's defeat was the British Naval blockade - so you could claim, with some validity, that it was won by the Royal Navy.
A third contender would be Spanish Influenza - this was a key factor in the war ending - and it inflicted more casualties on the US forces than combat.

Everybody lost really because it didn't settle anything.
France and Belgium got their territory back but at a terrible cost.
Germany was the biggest loser because it had to pay reparations to the western allies. The Austro-Hungarian Empire was dismantled leading to the creation of new states.
