The two hydrogens of water are covalently bound to the oxygen, which means they share electrons. However, oxygen does not share well, and basically keeps the electrons most of the time around its nucleus. This causes the nucelus of the hydrogens, which are positively charged protons, to sit next to the oxygen with no electrons around them. Therefore, the two hydrogens are positively charged and the oxygen is negatively charged. The postively charged protons of the hydrogen on one water molecule are attracted to the negatively charged oxygen on another water molecule. This is called hydrogen bonding. It is a weak bond compared to the covalent bond, but it is strong enough to make water adhesive and cohesive.
