It is called a weather head and service center..this you furnish..the actual meter itself is provided by the electric company

None of the above. The power company owns and supplies the meter. The meter box is ultimately paid for by the homeowner.

The electric company supplies and installs the meter. The electrician installs the box that it sets in. (meter setting)

whoever pays for it. it should be bought by the owner, and installed by the electrician.
