I am assuming this is a test question and the 3 lines are the available answers? In which case there should be another answer, none of the above. Because the hot wires can never be green or white.
IN most cases they are only covered in black insulation unless it is a 60 amp service which is rarely put in a new building of today. They are then phase taped to indicate the phase and voltage.

Black and white or red are usually the hot wire depending on your voltage. On a 110acv Black is hot, White is nuetral and green or the unsheilded wire is ground. When running a 220acv Black and white are your hot wires and the unsheilded wire or green is the ground.

If it is wired correctly the black and reds are the hot wires; which will go to the circuit breakers. The whites are the neutrals and the greens are the ground wires; which go to the grounding bar and or neutral bar.
