Too lazy to buy n clothes, or throw stuff away, or even pay for a new car. Or maybe they are just really saving up...TO TAKE OVER THE WORLD!!!!!!!!!!!!!!!!!!!!!!!

You didn't mention their ages.... Perhaps they have experienced something in their lives that makes them fear the future and they want to make sure there is funds to rely on. It could've been something simple as homelessness.... I've been there and do have a phobia about it now. I can't say that I hoard money, 'cause I usually don't have enough to do that with. But I could see myself doing it if I had a substantial income. As for the house looking like it's from a third world country--which I take it that you mean it's run down and neglected--they may not be very materialistic. Or perhaps they have been in the past and are now having to go without. As for the 10 year old vehicle.... Well, if it's still working good and gets them where they need to go.... I wouldn't think that was a problem. I'd say someone's taking good care of their vehicle.
My father-in-law (rest in peace), used to be like that. If you asked my husband why his pop was like that, he'd tell you it was because he was a cheap, penny pinching, tightwadded son of a gun. Lol.... So! You never know...... Have you ever considered asking them (in a very polite way)? Or perhaps someone that knows them very well?

We never know if we haven't walked in these peoples shoes. Perhaps they owe so much for other things that you are not seeing. The other thing is perhaps they act as if they were in a depression. They don't need other materialistic things in their lives and perhaps they are saving back in case of illness or the fact that they will have provided well in their retirement. You never know, they may spend their money on others that they feel less fortunate or maybe give to third world countries! My husband's father's friend was like this. He became executor of the estate. He was worth millions after he died. It all went to the heirs, but we never knew why he lived this way. His lawyer asked him one time and all he said was that he really didn't need anything. He did grow up in the depression, so it was all about saving and if the clothing was still good, why throw it out, it still had use. He just had good work ethics and never really required much. He just invested well in life.

There is nothing wrong with them, they are just very frugal.They probably have very few worries, little debt, and are more likely to be millionaires than the people who have new clothes, new cars, and new homes. There is a book called "The Millionaire Next Door" that talks about living just like that. They will most likely retire early and enjoy a very fun and peaceful time without the worries of debt.
Or, they may be people who have had money and lost it, and when they earned it back, they are saving for a rainy day.
We tend to live about halfway like this. Our vehicles are older, but our home is very nice, we restored it ourself. We are going to be able to retire about 10 years earlier than our friends, and that is more important to us than spending all our earnings on fancy clothes or brand new cars.
To each his own.

My grandparents are this way. They never spend a dime. They have never paid more than 2K for a car in their lives, and certainly have never purchased a new car! They are millionaires but you wouldn't know it. They give nothing to their family and boast a nasty chain link fence surrounding their home. Their home is filthy and stinky. They are like this because they grew up very poor in England and were surrounded by war. As teenagers they married and fled to Canada and then to the US where they still live today. They are in terror that another warlike situation will erupt and that they will need their hoarded funds to survive. Only now it's ridiculous because they have more money saved then they could ever spend or need. Crazy. They've never purchased a gift for me in my entire life.

Most of these people usually have lived thru a period in which they were very poor and had no money. They worry that this may be the case in the future so the live very frugally in order to make what money they have last, just in case.

What state do you live in. In my state, workers are paid horrible wages. In my state, many state workers are also on food stamps.
Don't assume that because they work for the state that they are high wage earners.
There could also be a private family matter that you are not privy too, that is costing them dearly.

Thats funny I drive a beat up truck but I have a cottage, I have clothes that are handy down but my kids will go to college.
I wear torn shoes but my family eats like theres no tomorrow.
So we sacrafice some things to meet others simple and well for everyone that is involved financialy.

Wrong? Nothing, unless bills are going unpaid or children are being neglected. Some people just don't like spending money.
Maybe they're saving it. Maybe they didn't grow up with a lot, and feel more comfortable this way. Maybe they have no reason.

i would have to disagree that something is wrong with them. apparently some ppl like to save money, rather than spend it now, they want to spend it later in life. its called planning. maybe they arent concerned with material things, and dont feel like they need to keep up with the jones' next door. its also possible they are using the money to pay for other bills, like a nursing home for a parent, or college for kids. dont judge them because of what you think you see.

Perhaps you should be asking them this question. If you dare to! There is nothing WRONG with these people...they simply don't see things the same way that you do. Give it a rest, already & accept them as they are. Makes me wonder why you even bother to associate with them. Buy them a new car if their old one bothers you so much...I bet they won't accept it. These people are just fine. Geez!
