I noticed that if you break it up into words, it makes Con-Science.
Well... Enough with wordplay. If you know,
What is it?
Is it somebody?
When is it? (IE, When does it start working,)
Why do we have it?
How does it work?
Where could it be?
I was reading this book on my couch and had this foreign thought, "What is making me aware of what I'm doing? What is the thing that controls my brain? What is the thing controlling the stem cells, cells in my body, my cerebral cortex, and if it's zero point energy, what controls that?" It was odd, but it came to me out of nowhere.

A conscience is either guilty or not guilty. It is there to let us know right from wrong. It works like clock work. It could be in your mind. It starts working as you're born into this world and develops as you are growing and developing your conscience.
p.s. your conscience ends when you die. [I think]...just a piece of my conscience.

Conscience is awareness. It`s when the observer is observing the fact that he is observing.

Ex. You look at yourself in the mirror and notice yourself. You are "aware" that you are looking in the mirror and noticing yourself.

Q. Why do we have it?
A. Mobile animals need a certain amount of consciousness. Obviously ours is higher than a cats but we both have brains, and are conscious to a certain degree. Plants on the other hand do not need brains or consciousness because they are stationary.
Q. How does it Work.
A. That`s rather complicated. Something to do with the speed of the recursive feedback loop crossing neurons in the brain. Neurons that wire together, fire together, therefore consciousness and/or mind can only be said to exist through time. And a bunch of other reasons I don't think you would care to learn about.
Q. Where could it be
A. Rather ambiguous question. Temporally the mind exists through time as stated above. Spatially, I would not know how to describe it`s location.

If you are really interested in the "Cool" and "Mysterious" parts about consciousness go to youtube.com and search for -
(What the bleep do we know)

It talks about consciousness in relation to quantum mechanics it is really rather interesting.

experience of right and incorrect is, i think, an information of robust and evil and a choose to do solid. i've got faith our consciences are God given and are there to be progressed. In some human beings the place mothers and fathers have not given trouble-loose standards of behaviour to stick to then probable the experience of right and incorrect is underdeveloped or perhaps distorted via peer rigidity. it may be exciting to comprehend what form of expertise of right and incorrect a number of those desperately unlucky infants have that have suffered from intense overlook alongside with being close remote from persons and life reports.

It's the law of the hearth that judges us in front of Jesus Christ, excusing or accusing us.

It is the same for all human beings is written about in Rom 2:14-17.

It is also a problem for evolutionist. Why would we have such moral laws built in, and who built this in to us?

But as usual these find ways of equivocating clear indications of intelligent design.

BGrimey has it right about being conscious of being conscious. This allows us to judge ourselves, and the conscience is the judgement made by a person's mind about his own actions. The conscience is automatic, as automatic as consciousness itself. Where is it? If you can explain why a judgement of the mind can be felt in the area of the heart, you have explained its whereabouts. My guess is, it is totally in the mind, sending signals of emotion where it always sends them; but we feel it as conscience because of its unique nature as a judgement.

Despite what atheists and Liberals claim, your conscience is with you when you are born; there is no "age of innocence". Any one capable of doing anything knows whether it is RIGHT or WRONG. It is built into a human being; it is "hardwired", a part of the basic programming.

Its already been said it is awareness of ones` existence. It is awareness of ones actions and animals need it for lots of things, spacial awareness, awareness of peril and of course how we fit into everything around us. The brain is a seriesd of electrical and chemical reactions and I would say they start before we are born and develop as we grow depending on our personal development of course.
