sounds crazy, but actually it is so the germs on the upper arms have less of a chance to get to the hands by gravity. i remember learning about that in biology class.

No, they hold them up so the water from the border of the UNWASHED portion of the arms won't run down to the hands. They dry them on sterile towels before putting on gloves.
