You could get fat by eating more. If you really want that. O.o

You should feed them more grain and hay. Calves should grow easily from this. And besides, exercise make the veal tough.

Exercising your muscles is what makes them grow. By flexing under resistance the muscle breaks down or tears inside and then during rest it rebuilds and grows stronger and bigger over time and repetition. If you don't exercise and eat more you will grow bigger, as in fatter, but your muscles will atrophy or wither and get smaller by turning the proteins into fat.
You have to exercise them to grow them, but it doesn't have to be a go to the gym exercise thing.
The best exercise to grow them is to find a curb or step or something a few inches tall and safe to stand on. Stand on the curb or ? with just your ball of the foot and toes, the rest of your foot should be hanging off the curb. Then lower your heels down as low as is you can and then raise your self up again with your calf muscles. It gives a nice stretch and hyperextends the muscle. This builds it faster than standing on level ground and raising your heels up off the ground even with weights this is slow.
I exercise my calves when I am driving and I brake at the light. I just put both feet on the brake and do some resistance stretches there. Remember is if from using them that they grow.
Another good exercise is running up stairs or even walking up and down stairs. This works almost everything in your body.

without excercise? get implants.

but excercising doesnt always work. Calves have a lot to do with genetics. Some people are just born with great big calves.

they wont grow unless its genetic to have big calves, u exercise them, or eat more

while you are just standing around do calf raises...thats the least amount of exersize you can do and still have them grow
