Generally you cant repair them without re-wiring them. If it is not working it is shot.

Check continuity of the windings with a Ohmeter. Connect Ohmeter leads across the bars on the commutator. Every other bar, or every third bar should show continuity, depending on the type of armature. Possibly the commutator has a broken wire that's soldered to a bar - resolder the wire. You may need to grind and polish the armature; also chamfer and undercut if needed. Look for discolored bars as a sign of a problem. If you don't kknow how to do the above....send it out to a motor rewind shop and have it checked out.

unless you have the equipment , you cant, take it to a auto zone or auto parts store they can check it for you, usualy at no cost,

use a multimeter to test.
