but if you want to set plywood to concrete the best adhesive, bar none is Bostik's Best, better than PL-200, better than liquid nails, it the wood floorer's choice for setting bamboo ( reguarded as difficult to bond ) much less any plywood, it doubles as a moisture barrier when properly applied and is immune to most chemicals once cured, extremely tough to get off once fully cured

when laying tile and using plywood as an underlayment, although usually you just make sure the floor is level before beginning the process. . . you would use a tile mortar that has latex in it. . . great brand is Ultraflex 2 which has been polymer modified. . . basically it is better than regular thinset because the latex will give it flex, since the wood will change with temps.

Use Liquid Nails in tight circular patterns with special attention to the edges. Buy an extra tube, you can't use too much. Just don't plan on ever taking it up again.
