Can you find an agent in SAG or do you have to be in the US

Unions and guilds are not places where you look for an agent.

SAG represents performers in the U.S. and ACTRA represents performers in Canada.

You wrote that you are in Toronto. I would check out the ACTRA website for more information. Specifically, the page titled "Becoming a Performer".

SAG has a Toronto Branch and it's cheaper to join there.

i think you have to be in the us, canada has its own unions
