If the atomic mass is 10, then it is an isotope of boron, which has 5 electrons outside and 5 protons and 5 neutrons in the nucleus. If the atomic number is 10, it is neon, which has 10 electrons outside and 10 protons and 10 neutrons in the nucleus.
