By paying attention in class! (just kidding)

Knowing the definition of arithemetic sequence is a series of numbers where difference between two adjacent numbers are the same, you can reason this out.

If you have 28th term and 4th term, you know there are 24th terms between them.

AND, you know the first number is -9 and the last number is 9 so the difference is 18.

Knowing this, you know, with increase in number, you gain 18/24th... or simplified 9/12th or 3/4th.

I'll let you do the rest... try to reason this out. With this information, you can find the initial value and the formula.
