this is a pretty good proportion questions, where you want to find a ratio
if you put the percents on one side 38/100 and then take x/400
because you know know 100% is 400 and you want to know how much is 38%
so 38/100 = x/400 then if you cross multiply or multiply the numerator on one side with the denominator of the other
that gives you 38(400)=100x
then you just math it out and find that x, 38% of 400, is 152
