My friends think he likes me because he always says hi to me and talks to me sometimes. Onetime he was riding his bike home and then 5 minutes later he pasted by me again. But idk we hardly know each other. I want to make a move, will he think im weird because I'm randomly IMing him, or will he be flattered.

I'd be flattered, but different strokes for different folks. I'd try just talking to him more and then telling him he should IM you sometime.
