Nancy Drew Mysteries would be perfect for her. I also recommend the Sherlock Holmes mysteries. There are also some Charlie Chan mysteries out there too. These may be older but they are great reading. I don't judge books by there covers. If she likes to read, a good classic mystery is Agatha Christie's "Murder on the Orient Express." A man is found dead on a train -- and everyone has a motive for killing him. Actually, my favorite Poirot mystery by Agatha Christie is "Curtain," but you have to be familiar with Poirot to really appreciate it.
You can't go wrong with Sherlock Holmes, if you (or your sister) are looking for a short story. My favorites include The Speckled Band, The Devil's Foot Root and The Dancing Men.
A more contemporary mystery is "The Westing Game," which is a lot of fun. Basically, several unrelated people are mentioned in a dead man's will. They are called on to solve a mystery to become the inheritors of the not inconsiderable estate.

DEFINITELY Agatha Christie's 'And Then There Were None' may also be known as '10 Little Indians'. It is the best!!! And, friendly enough for an 8th grader. =)
It is about 10 people who are all pulled on to an island when they begin to be killed off one by one. But who is behind it all when there is no one else on the island??
Such a great, spine-tingling book. You'll love it and so will your sister!

These stories take place in Victorian England, all involving Sally Lockhart. Excellent mysteries by the author of 'The Golden Campass'.

If she also likes fantasy, James Patterson has a series especially for teens. It's called Maximum Ride and it's about these kids who are 80% human and 20% birds. They can fly and they have enemies who can fly and chase them all over the states. It's also a mystery.

Oh, heck, Gorky Park was outstanding. Seeing that it was set in the old Soviet Union made it really cool since the militia detective had to deal with a crazy crime scene, international intrigue, AND keep the KGB from squishing him before he solved the case.
