Suppose a U.S Senator from Wisconsin and a local barber wanted to be an elector for the next presidential election. Which one is not eligible to be an elector? Which Article and Section?

Both the senator and barber can run for president if they have the qualifications and none of the disqualifications under the Constitution.

The Senator can't serve as a member of the Electoral College since he holds a Federal commission. It's not an article in the Constitution. It's part of Title 3, United States Code, a Federal law dealing with Federal elections. I know because I am a Naval Officer on the Retired List. But, because I still hold a Federal commission I'm ineligible to be a member of the Electoral College delegation.
