Under the provisions of the International Rodent Treaty of 1974, which has been signed by 172 countries, it is illegal to use rodents of any type to take down a sovereign nation. At the Treaty hearings, representatives from all major rodent families, including gophers, declared their unwavering commitment and continued dedication to never serving as combatants of any sort in any conflict anywhere. They declared they would call a moratorium on mass-scale cheese eating as long as no country or citizen of a country which signed the Treaty tried to enlist them for combat duties of any kind. So far, the only countries which have not signed the treaty are Cuba and Estonia.

Icelandic reindeer, however, have shown themselves to be restless and prone to civil disobedience by nature. It is a well known fact, published in the yearly reports of the Claus Corporation, which is the largest independent employer of reindeer in the world, that individual reindeer will do almost anything for a theatre-sized box of chocolate covered raisins and a trough full of Mountain Dew Code Red. Sneaky and deceitful by nature, these animals have shown again and again their willingness to infiltrate foreign air space and land on the roofs of innocent people, all under the claim that they are "just doing their jobs." I believe it is quite possible that if you armed yourself with several hundred tons of Raisinettes and a million gallons of Code Red, you could buy the cooperation of these fearsome and treacherous creatures, and use them to overthrow the government of Iceland.

In Iceland yes. However international law makes no specific recognition of gophers or other mammals as unique weapons of war. Thus, you are bound only by the standard terms of military engagement but that all depends on the flag that your army is flying.

My advice to you is to not make this a military engagement. Just keep promoting the gopher population in Iceland until your numbers are sufficient. Then it will be a bloodless coup as your gophers take power.

No it's not. However, it's extremely difficult. I had that same crazy idea about 13 years ago and ended up with an army of dead gophers and one less arm. Be sure you plan better than I did and you might have a chance. GOOD LUCK!

Only if you don't succeed. If your plan works you will be determining what's legal and what isn't. However, you may want to outlaw small rodents to discourage future, furry takeovers. Good luck and don't damage Bjork!
