The equation below is explained in the ref. To begin with we assume a launch angle of 45 deg since that gives the maximum range for given initial speed. Also assuming launched at ground level since no height given. Using g=9.8 m/s^2.
v0 = sqrt(range*g/sin(2theta)) = 10.383 m/s
