and I don't know if he's gay or not...sometimes he acts lkie it..sometimes he dones't.

It is a bugger when some chap declares his undying love and metaphorically drops his pants and bends over ready to consumate the union whilst one is momentarily stunned as one very definately bats for the opposing side and exclusively indulges in shagational activity with the Ladies.
One needs to be polite but firm, invite him out for an evening, visit a club and back to the Hotel where a couple of Ladies of the night are waiting for one, best case scenario he gets starightened out, worst case scenario one has two ladies to satisfy, and that is not particlarly bad is it.

The best thing to do is try to become friends with him, then you can determine if he is gay and perhaps wants to further your relationship and if he isnt gay or doesnt want to pursue the relationship then the worst thing that has happened is you have made a new friend. And if you do end up in a relationship you will have a strong base of friendship to build on

tell him that you like him but do it in a casual way or in passing, without changing your regular voice - and see what happens. if he freaks out then he is not worthy of your friendship.
