You may want to check the hard drive for viruses, adaware, spyware, ect.

You may also want to download Ccleaner, it is like Disk Cleanup on steroids.

Once you do the above, run Disk Cleanup and Disk Defragmenter, one at a time. They are located in Start, All Programs, Accessories, System Tools.

It may take a bit of time to do all of the above, but it is well worth it. It will speed up the computer considerably.

If there are no virus, try disabling unnecessary startups in msconifg (Run msconfig). Also do not open too many windows at the same time. Consider increasing RAM if you only have 512mb or less and running on integrated graphics that share (or steal) RAM.
