If it's a brand new house it should be covered by a material and workmanship guarantee. Most states require the home builder or manufacturer to guarantee materials and workmanship for at least the first year.

Add another 15 yrs experience to that advice and we are up to 80 yrs exp. Get that contractor out there to solve it now. But also you had best have them look at the flashing above the window behind the siding. Simply caulking the window to the siding can cause water to be trapped and cause the window to leak even worse. Find out how the water is getting in and stop that, don't blame the window.

The first thing you should be doing is contacting the contractor and Realtor; then an attorney if you can't get the issue resolved. To e mail you won't get you any better advice than you might get here.

Certainly if it was my issue I'd be screaming loudly to everyone involved before I ever squeezed the frist line of caulk.

now make it 90 yrs. masonry contractor for 10 yrs [with dad] get the contractor back out there. if you get no response, find out if your state has a registrar of contractors and file a complaint, we have a registrar in Az and they are here for the protection of the consumer.

I totally agree with DIY Doc on this one!! That's 65 years of contracting experience giving you advice. If I were you I would take it. Good luck.
