my brother is paying child support but he still has past due bal over $5000 and they will not give him a passport to go outside the country. one of his 2 children is going to turn 18 in 4 years. does anyone know how this works?. once this child turns 18 will he still owe this balance ?

Yes, he's still obligated to pay his child support arrearages (with interest) even past the age of 18. If he wants to get his passport, then he needs to pay up!

Depending on what state he's in, he could also face getting his driver's license revoked for not paying his child support.

Once that child turns 18 he will accrue no more child support debt for that child. But he will continue to have the child support for child #2, and he will still owe any past due balance until he has paid it all.

Even if the child turns 18 he is still considered to be in arrears in child support. He will have to pay it to be clear of it. I knew they were going to start holding back the passports if you owed back child support, I didn't know they were already doing it. They figure if you can afford to go out of the country, you can afford to pay your children's support.

Yes, he will still owe his balance until he pays the last penny of it. He can always just pay the $5,000 and clear his balance and move on with just having to make his regular payments.

It will all depend on what the court order states. In most states child support ends the day the child turns 18 or finishes high school. Read over the court order and go to the web site for the child support enforcement the court order was made in and read there guidelines.
