who said that?are you buying a house or renting an apt? if you are buying it means it has an open sewer system that is emptying right out in the ditch.very unsanitary and smelly and probably illegal.if you are renting it means charges for those services arent included in the rent

Are you talking about a house, a business property, or an RV site? If it is a house or business property, it means just what it says...it is not connected to the sewer system nor does it have a septic tank...in other words, no toilet. If you are talking about an RV site, it means you do not have sewer/septic hookups at the site, and will have to empty into your auxiliary tank and "dump" at a common sewer outlet on your way out of the park.

Edit: doug955 above is correct about the rental part. Been so long since I rented, I had forgotten about that.

i would say it means not hooked up to a city sewer system , the house is still on a septic tank

You dont say who "they" are. Making an assumption, that it is a municipality that you are referring to, then it means that you must be hooked on to a city or municipal sewer system to build or whatever, and cannot locate your building on the piece of property unless you do.

well the house is located way way way outside of civilization.
may be is a camping house/ log house, just god knows.
no just kidding,
in greater los angeles area around yucaipa , hemet, san jacinto way way east of greater los angeles still some houses with septic system. unbelievable ha but is true
