would it be ok to lay the mower side way when changing blade or when it's work on? i was told that if i lay the mower side way or up side down, it'll flood the motor. is this true?

Sounds like the carburetor is a bit pluged up. It will restrict the fuel flow and the governor will open the throttle to compensate. I would try some carb cleaner in the gas and if that doesn't smooth it out I would remove the carb for a good cleaning.

It sounds as though the governor is not working properly. The governor is what keeps the engine running at about the same set speed when it is put under a load such as high thick grass. If you've been mowing tall grass or weeds, you might try cleaning the engine good with an air hose. Sometimes the governor will hang up on debris and not work right.

the changing of the rpm sound is Normal,
as for laying it on its side, yes to change the blade or remove it, but dont leave it on its side long, it may smoke a bit after starting that will be normal, also, tilt it from the gas tank side,

Clean up your carb and if it has a fuel filter, change it. Did you drain the tank before storing it LAST year?
