Tarot isn't the best tool for yes or no. Also it will depend on the system your using. There are a ton of systems out there.

4 upright, 2 reversed leaning toward yes, but with a reversed chariot, maybe you don't even buy the lottery.

elementally it's fairly positive.

numerically you end at 7 which is a good number. It's the number of the Chariot which you drew reversed, so might again mean you don't even buy the tickets.

So overall looks positive, but as you can see just by the 4 examples I did there are a ton of ways to figure out yes/no. Your intent is what decides how you look at the meaning of the cards.

No, I'm afraid not. Sorry, but the chariot and the position of the swords prevent any sort of financial windfall.
