It may be an infection of some kind--even if you haven't had sexual activity ever. Is it possible you nicked yourself somehow? I suggest keeping the area very clean and if it doesn't go away in a few days or gets painful then you should see a doctor.

if you've never had sex of any kind then it can't be an STD, it could be a skin tag, which is just a small excess of skin, or it could be some kind of pimple. if it doesn't go away, you might want to have it checked out just to be sure.

if you have never been sexually active i doubt its herpes. im assuming it will turn into a ingrown hair/pimple. you should be fine. if it doesnt heal up or gets worse i would suggest contacting a local health department. they do payment plans and donations. good luck. and i hope i could help.
