Below is an article published in the Austin American Statesman, in September 2004.
A Texas high school student who is growing out his hair for charity has been ordered by school officials to cut it because it violates a district policy that prohibits boys from having hair that covers their eyes or hangs below their shoulders. Gerardo Lozano Jr., a student at Harlingen High School South, planned to grow his hair to a length of ten inches in order to donate it to Locks of Love, a nonprofit organization that creates custom-fitted hairpieces for children suffering from medical hair loss. Gerardo contends that the policy is a case of gender discrimination because there are no restrictions on the length of girls’ hair. Superintendent Linda Wade, in defense of the school district’s policy, said, "Our district's success is that we are consistent with the policies we put in place and we have not made exceptions." Last year Gerardo aborted an attempt to grow out his hair when school officials placed him in an "on campus suspension" for the dress code violation.
Bottom line ... the school (district) has the legal right to set the rules for conduct and dress code - regardless whether the school is public or private.

Hmm, that's borderline, I should think. If your hair is distracting other students (like if it's hot pink with orange stripes or something crazy like that) then they have the right to tell you to tone it down so others aren't distracted. But as long as no other students are whining, it shouldn't be a problem to simply have long hair. If you go to a snobby private school then they'd have more right to tell you how you can have your hair. Also, if you play football then long hair is a health hazard because your helmet won't fit right and that makes you more likely to get a concussion.

Private school: perfectly legal as they can pick their own rules and people either agree to abide by them or go to a public school.
Public school: Not sure if it's illegal, but somewhat uncommon for them to care what length it is. The only thing most schools state is that it cannot cause a distraction or nuisance to other students. In other words, it shouldn't interfere with classes or learning. If yours doesn't and you aren't whipping it around or otherwise upsetting your surroundings, appeal to the principal and if that gets you nowhere you can always go to the school board.

It is legal for the school to make a dress and grooming code. You could, of course take it to court, but that would involve a lawyer, a lot of expense and probably years of trouble over something a s silly as how long you want your hair to be.

Not against the law. if the school has a handbook, and it has a section on hair, and you signed that handbook stating, OH YES I READ IT, then you are pretty much at their mercy. The question is "IS IT IN THE STUDENT HANDBOOK". they will use the catch phrase "Disturbing the Learning Process". If your hair is clean and brushed, WHO CARES, However, if its pink and gross and all over, yeah, i'm gonna say, you are disturbing the learning process. You may not like it, but, you need to just read up and figure it out.

Schools in Texas have the legal authority to set and enforce dress and grooming standards.
More schools across the nation should as well in my opinion.

Unfortunately it is legal. I don't agree with it but they have the right to project a certain image of their student body.

If its private they can do what they want... I am not sure about public... How about you just get a little off and then there will be no problem.
