Bare bottom, every time. The feel of skin on skin is so much more intimate - and bare lets you see her bottom quivering and blushing as you spank it, which is deliciously sexy. Also the sound of the smacks is crisper and cleaner - and of course they're more effective too.

Well my last spanking was wearing a thong and I don't recommend it. Gave too little protection to my poor bottom. At least the panties would've given even a little.
