When Child Services removes children it has be "cause" and removal requires certain criteria (like: endangering the life of the kids). This then has to be approved by a judge. All of these documents are confidential.
Whatever the cause is, right now the press does not know and I don't think anyone on Yahoo can correctly answer your question.

There have been quite a few testimonies from people close to her that have incriminated her as a bad parent. Such as her drug use, drinking, and many more things.
The judge asked her to take a drug test, get her California drivers license, and not seeing a counselor. There were other things involved, but the judge saw it fit to let K-Fed be the primary parent until further notice. If Britney gets in gear and does as asked she could get them back, but until then K-Fed gets to be the dad he should've tried being before.

Because she is a retard child star who had everything handed to her on a silver platter while she pranced around with everyone telling her she was the most beautiful person in the world.
She didn't understand that it wasn't ok to snort cocaine in front of her children. She didn't know that drugs nd alcohol destroy lives and careers.
Now she knows! Now she has to grow up and be "Britney the Human Being" instead of "Britney the Beautiful Rich Pop Star"

Because she can't take good care of herself, much less her two young children. She needs to get straightened out before she can be responsible for two other lives.
On the other hand, I doubt K-Fed will be much better with them.

She didn't "lose" custody. She wanted to hand over her kids to her ex. She probably was going through a lot of stuff.
