Your processor has hyper-threading , which is to say that it is acting like it was actually two processors, so I'm thinking that belarc is only 'seeing' one of those threads, thus giving it a much lower speed than it actually is capable of. Either that or it was running at a reduced setting to conserve power and reduce heat. (Most processors have this technology nowadays.)
From the specs of the P4 CPU, the max it can handle is 4GB, though Windows XP has some issues when running more than 3GB of RAM, this may be fixed at a later date by Microsoft, but no guarantees.

1) The only things I can think of is either the program does not recognize your processor or they misrepresented the product
2) How much memory you can put in a computer has nothing to do with the CPU. These limitations are limitations for that particular motherboard and so if your motherboard will support up to 4GB of RAM that is all you need to know.

Not sure here exactly why you have this large CPU but no memory. Your board has 2 slots for memory. 2-1GB of matched memory should do the job. I believe you only have 1 stick in it now. The upgrade will allow dual channel to operate. It would appear that you are only running half of what you need. I also believe you have DDR PC 2700 memory in there now for the 533MHz FSB. 800MHZ FSB requires the 3200 memory. It has to be matched system of the RAM and processor or it will not run correctly. Crucial can help you with the memory, and what type you need. I believe it is DDR PC 3200. But use their memory checker at their site. Link is below. Hope it helps.

Hi. Try a second program such as "Everest Home Edition". http://majorgeeks.com/download4181.html Sometimes one will give different results. You have an 800mhz fsb processor running at only 533mhz fsb.

Your motherboard does NOT have true 800mhz fsb support. It supports 800fsb in overclocking. DEFAULT fsb is just 533.
Your option would be to overclock fsb or to change your motherboard.

1) Maybe you just got ripped off. I bought an new computer last month, it said 1gb ram on the labels and box, when I came home it turned out it only had 784mb ram, not quite 1024mb is it? The store didn't believed me.

your cpu will support that much due to the fact that the cpu doesn't need to support it, it is sololy the motherboard. belarc sucks imho... I use everest.
