Ok so this is an answer you or someone who lives in the same geograpical region can answer. B/c it's day here for me. But... are we talking about using a telescope or naked eye? Naked eye you can see roughly anywhere between 900-3000 (pending light conditions, moon and light sensitivity). If you're extremely light sensitive you can see almost 4000. The highest maximum possible ever (under perfect conditions) would be close to 9600. Hope that helps.
