The mother may have given birth to the child but it was the daughters egg which was planted there to have her child so biologically the baby is the daughters child! ....ohh I'm confusing myself now :S lol!

The daughter is the biological mother, as its her genes that are in the egg, the one who gives birth just carrying the baby. But it depends on what the women have agreed. cos the daughter might not be able to carry the pregnancy so her mother is helping her in that sense.

The daughter but I think there are still some legal questions to be answered but if before the implantation takes place the parties were to get a lawyer involved and get everything legally in writing it might help to solve the issue.
