In the question, there was no aspartame molecule shown. The functional groups are -COOH and -NH2 from the aspartic acid component of it. The substance is soluble in water, because if it were not, companies would not use it. It does not matter whether the substance is soluble in body tissues, because it is broken down, as are all proteins and peptides into its own amino acids.
