If you have a tight foreskin, you can actually stretch it like I did. When you shower. =)
Work on getting it less tight. Here's what you do. When you shower and soaping up your body, pull the foreskin back the most you can without forcing it, and then wash the head there underneath. If you do this for a few weeks each day, you'll see results. It'll slide back a little more every few days.
(and this part is in case your head is too sensitive to touch; might not be if you've been able to pull the foreskin back when soft) Now, as for the sensitivity, as studies have proven, the foreskin keeps the head sensitive. That's not a bad thing, since that creates pleasure. However, you don't want it too sensitive. Yours is just too sensitive because it hasn't been used much before. So you just have to rub it gently at first for some weeks and you'll see the difference. Then you'll be able to rub the head however you want. =) So in a way, those two things are tied.

You do NOT need circumcision. And you have every right to remain uncircumcised, as after all, circumcision does carry risks and most 'benefits' are unfounded or contradicted. There's a reason why the USA is the last developed nation doing it to newborns, and our rates are falling; it's as low as 14% in some states by now.

In the end, if the stretching fails after a few weeks, you can ask a doctor for a cream. It's 0.05% betamethasone, which is successful in over 90% of cases. You can even take the study to him. It's a really inexpensive cream; Wal-Mart sells it for $4 with prescription and online you can buy it for about $10 at drugstore.com, for example.

It seems like you have a fairly mild kind of phimosis, a condition where the foreskin's too tight/narrow for it to be pulled back so the entire glans (penis head) is shown. This is usually very easily treated.
The first thing you should do is something called stretching exercises. In one stretching exercise, take 2 fingers (one from each hand), hook each finger on either side of the foreskin, and stretch in opposite direction as far as you can (like increasing its radius) without causing discomfort or pain. Stretch for a few seconds, then let it relax for a few seconds, then repeat the process again for a few minutes each day for a few weeks to a month, preferably right after a bath/shower when the skin's most flexible. It may take some practice to get right, but it's not too hard to figure out.
If after a month and there's little/no progress, then ask a doctor for certain prescription creams that'll help loosen the foreskin. In one study, these creams are the most cost-effective treatment a doctor can provide (link 1). Be aware that the cream(s) may take 1-2 months to work, but you can generally speed things up a little by combining them with the stretching exercise.
In almost all cases of phimosis the above 2 treatments, or a combination of the 2, are all that's needed. In your case it'll certainly work, so ignore any comments/suggestions urging you to get circumcised because that's overkill (and it's painful, expensive, and removes everything potentially good about having a foreskin).

There are stretching techniques you could use... pulling & stretching the foreskin over a fairly long period of time to get it to the point where it will pull back more comfortably.
However, if it actually HURTS to the point where you're tearing tissue - that's a medical condition known as phymosis (I *think* that's how it's spelled)... and presently, doctors "cure" that by circumcising you.
SO - if that's not an option you want to explore... try using lots of lubricant - give it some time... try to pull it back while you're in the shower... (or when you're not fully erect) ... and slowly start stretching your foreskin to accomodate your glans. It may or may not work ... depending on your body / foreskin. But don't hurt yourself doing this. See your doctor.

Gentle and repeated stretching will in 99% of cases solve the situation! But don't try to rush!!!! But don't try to rush!!!! I repeat or you may find that it will retract then refuse to come forward again. This can cause the glans(=head of penis) to swell as return blood flow is restricted by the tight foreskin.
If this occurs compress the penis and testicles with both hands and apply firm steady compression for three or four minutes. Cold water also helps with compression. Usually the pressure will deflate the glans penis and the foreskin can then be rolled forwards again,
However if the glans does not decompress my advice is to go to an E.Room. DON'T WAIT for too many questions!!! UNZIP AND SHOW THE E.R. NURSE WHAT YOUR PROBLEM IS AND I GUARANTEE YOU WILL GET SWIFT ATTENTION!!!

They can do what's called a partial circumsision. You'll still have the foreskin but the small incision just cuts the sinew that holds it to the shaft. I had it done years ago. It's painful (not too bad) for about 2 weeks. A full circumsision is about the same but I didn't want that since I'd live as a non circumsised male for 40 years. Do it soon because the risk of cancer goes up if you can't keep it clean. Also, sex will be uncomfortable.

most likley just need to retract is a bit more each day to stretch it. A doctor can give you some cream to help with this. Did you used to be able to pull it back and clean underneath it?
