i am skimming the walls in the bathroom and i need to know if i need to pva it first, i am skimming over what looks like egg shell finish paint,

mix up some pva and water, about 50/50. then apply to walls. if the pva starts to dry quickly, say 5mins or so, then add more pva to the mix, then give it another coat. when its drying, keep checking it, when its sort of dry and ''tacky'', mix up your 1st coat of skim and slap it on.

"Harry" and "Viking" have given you conflicting advice. Now I am going to ask you a question to enable you to proceed.
Firstly, why do you actually need to apply skim plaster? Is the wall terribly uneven or are there a lot of holes etc.
Moving on, and noting your desire the first thing you should do is to wash down the walls with "Mangers" Sugar Soap and dry off. Then wash your hands and apply hand cream because it will dry your skin out.
I think you will find that the existing 'paint' surface is emulsion. Now bearing in mind that many people have their 'Artex' ceilings made smooth and that the Artexers go over emulsioned ceings it is clear that the 'sealer' they use holds evrything up on the ceiling.
Thus go into B & Q and look at, and read on the packets the procedure for Artexing. The important item is the sealer but when you have carried out this exercise you will feel a little more confident that you are on the right path. 'PVA' thinned down to the right consistency will be ok though.
Skim plastering is a skill not a diy exercise and you do need to consider the 'result' before you start.
Finally, the correct plaster is "Finish".

would not recomend plastering over eggshell paint pva coated or not strip the paint first as it is oil based not water based like emulsion
