They're supposed to look different but the only difference is a wig. It's like Superman being Clark Kent without the glasses.

Yes, they are the same person. They look different because Miley Stewart doesn't wear as much makeup as Hannah Montana. At least that's what I think.

yes they are the same person, and they look different cause of the wig that hannah montana wears, the hair that miley cyrus wears is her natural hair
