A cake mix is a blend of yeast, flour, water, oil and eggs. When it is cooked the yeast undergoes a chemical reaction and rises, creating a new substance; a cake.
People think that concrete is is just a mix of sand, water, cement and rocks, but the water undergoes an exothermic chemical reaction with water that binds the material together and it creates heat while doing that.
A blend can be any of this thinks, just like a mix can be. Physical blending or mixing is just throwing it al together in a chaotic pattern. In the case of some things this is the first step to forming a new compound, in some cases you get a mixture, but in most cases you only get chaos.
