It's not a jailable offense to have money and not use it to pay a judgment. It's up the judgment creditor to find out where the money is and have it seized by the authorities through garnishments, attachments, executions, etc. Apparently, a court paper was filed and the judge ordered the seizure of the watch.

The reason Simpson moved to Florida was to protect more of his assets. Florida allows Simpson to live in a multi-million dollar home without it being subject to the judgment owed to the estate of Ron Goldman.

He's aloud to have money to live on. So he bought a watch on some of the money that he's aloud to keep.
