yes you can, however if the deadbeat won't pick up his car, what makes you think you'll ever see a dime of the storage fees you charge. Call a towing company and have it towed off at the owner's expense. They charge him for the tow, when he comes to pick up his car from them plus their storage fees.

Option one - Send a registered letter stating the time the vehicle has been on the property and the exaxt date that the owner must remove the vehicle by. If you get no response, have it towed away and the owner can get it out of inpound.

Option 2 - Send letter, with the addition that if the vehicle is not removed from your property by said date then additional charges (intrest, etc.) will be added on until the vehicle is removed. If no response you can file in small claims court for the storeage fees, upon going to court the jusge will insist that the vehicle be remove or you will be allowed to dispose of it. Depending on the judge.

Yes. $20 a day is common (for towing companies).
After 60 days file paperwork for abandon car, and show the person owes you $. After a month after that, you get the car. (depends on state your in.)(You must make some sort of reasonable attempt to contact the owner)

Not normally, however you can report the vehicle as abandoned to the local police.
