Emancipation/termination of parental rights?

Particularly in Kentucky.

Can a teenager with divorced parents do anything to terminate one parent's legal parental rights?

Its the parents who can do that in this case. But in order to emancipate frome both you need to go to a judge and have a lagitamet excuse or parent permision.
