This will depend greatly on the script for the ceremony. There is no set procedure; most are very informal, and the boys are only asked to echo phrases, or answer "yes" or "no" to questions. If they need to know something, there should be a rehearsal.

For the Arrow of Light, the WEBELOS Scout should be familiar with the Oath & Law, but it is doubtful that they will be required to recite them during a ceremony in front of an audience.

All of the requirements for the Arrow of Light award are in the Webelos book. They must first get the Bobcat badge and the Webelos badge. They would have to know the Boy Scout Oath and Law (which is not the same as the Cub Scout Promise). There are a few other requirements they also have to complete. It would depend on the ceremony if they would have to recite them.
