To have the ashes scattered in a major river running through the city. Just wondering with pollution issues.

I assume you are talking about remains, There is nothing wrong with it, nature puts far nastier things in the water, and remains are organic and decomposable.

Good point, perhaps next to or near the river to allow a more gradual distribution.

If only a few ashes were scattered it really should not matter, but quite a few may make an impact. Ashes are mostly carbon so I'm not sure what the environmental impact would be.
