It depends on the compound you have. Some compounds are classified as "strong" or "weak" acids, so it depends on how much of these acids you have.
Something with a pH of 3 would be fairly acidic. A pH of 0 is concentrated hydrochloric acid and the pH of water is 7, so its more on the acidic side.

Don't confuse strong / weak with concentration. We talk of strong cups of tea when we should say that the tea is concentrated or dilute. With acids the pH depends on the acid and its concentration. Generally strong acids (in aqueous solution) like HCl(aq) are almost or completely ionised. In usual chemistry we talk about aqueous solutions, biut there is a 'parallel' chemistry with non aqueous solutions. Acid can donate protons. HCl (dry gas) or dryethanoic acid do not react to litmus or pH meters.

It is a strong acid, because [H+] = 10^-3. This would result from 0.001M HCl solution. A typical weak acid is acetic acid, Ka = 1.85 x 10^-5. If you had enough acetic acid to give a pH of 3 in water solution, the concentration would be 10,000 moles per liter (LOL).
